Thomas Lee explained this back in 2008. SP3 is for XP x32, and is not for XP x64. Windows Server 2003 SP2 is for XP x64. XP x64 is based on the code for Windows Server 2003. SP1 for XP x86 was already released when Server 2003 come out, so SP1 for Server 2003 and XP x64 correspond to XP x86 SP2.
Similarly SP2 for XP x64 corresponds to SP3 for XP x86. There will never be an SP3 for x64 just as there will never be an SP4 for the x86 version. If you have SP2 installed on XP x64 you are already at the same level as XP x86 SP3.
